Use HorseArchers to lure out Gondor cavalry and keep them occupied, while shooting the crap out of Gondor infantry forces. Use General and Southron Lancers to kill enemy archers. After infantry of both sides have engaged, use cavalry to charge them from behind, and when that´s done the enemy has only his cavalry left, which shouldn´t be all that much.

In campaign, this army costs less than 10000 recruitment and 4050 Upkeep.

(Disclaimer: I'm not sure if this strategy will work because I've never played TATW.)
